PROJECT OVERVIEW

Breen Resources (Breen) is planning the next stage of the delivery of the Marang Parklands in Kurnell, along with changes to its resource recovery facility.

Breen is converting 42 hectares of land into community open space. The proposal includes the rehabilitation and creation of new parkland, with walking tracks, parking, lookouts and other amenities.

Key features of the future Marang parklands:

  • An outdoor amphitheatre
  • Picnic facilities including tables and shelters
  • A playground and village green
  • A giant slide and lookout point
  • A network of accessible walking tracks and trails
  • Parking for up to 200 cars and coaches
  • Environmentally sensitive landscaping using Dune Forest, Coastal Heath, and grasses.
  • 7 playing fields that will be used by soccer, rugby league, rugby, AFL, cricket, baseball, and other sporting groups.

The proposal also includes the relocation of Breen’s current operations to the eastern end of the site, with a new access point off the Lindum Rd roundabout. This new facility will employ modern technology and partially enclosed operations, to minimise dust and noise on the surrounding environment while redirecting construction waste from landfill to create products that can be used in the civil and landscape sectors.

This proposal does not replace existing agreements with Sutherland Shire Council for the construction of new sports fields, which will be completed in the coming years.

To make the Marang Parklands a reality, Breen’s proposal needs approval through the NSW Government. We are currently in the response stage of the planning process and are hopeful of having consent granted mid 2023.

Planning Process

Frequently asked questions

How can I view the plans?

The final plans and specialist reports are available here > https://pp.planningportal.nsw.gov.au/major-projects/projects/breen-resource-recovery-facility .

When will construction start?

If the plans are approved, construction is expected to commence in mid 2024.

What has happened to the original plans for playing fields and parklands?

Breen has already delivered one soccer field, two hockey fields, a skate park, car park and other amenities as part of Stage One of the Marang Parklands development. These facilities have quickly become favourite places to visit for the clubs and families that use them. We intend to deliver the future stages of the Marang Parklands as soon as is practical. The remaining (already approved) stages include seven additional sports fields and associated amenities.

This proposal does not replace the existing agreements with Sutherland Shire Council. This proposal is for a significantly enhanced Parkland with a range of amenities, and spaces that were not part of the original VPA design. The proposal also includes the relocation of the existing resource recovery operations to a new, modern facility adjacent to Lindum Road, at the eastern end of our site.

Will the new Resource Recovery Facility be eco-friendly?

The new Resource Recovery facility will cut waste going into landfill, doing our part to help NSW achieve its state-wide resource recovery objectives. It will be built on land we already own to the east. The new facility will be more compact, adhere to all the latest stringent environmental regulations, and house all processing activities in enclosed buildings. Its cleaner and more efficient operations will mean we can process and recover more material, resulting in some additional inbound and outbound truck traffic.
